A Network of City Wide Festivals: Milan is alive
Project: Expanding Milan’s cultural map through participatory neighbourhood cultural programming

Milano è Viva nei Quartieri (‘Milan is alive in every neighbourhood’) was created to ensure that cultural activities reach all residents, not just those in the historic centre. The programme decentralised Milan’s cultural life by bringing vibrant, high-quality over 900 cultural events directly to the city’s eight peripheral districts between 2022 and 2024. Its aim was to foster cultural participation, strengthen neighbourhood identity, and ensure that no area of the city is excluded from live artistic experiences.
For decades, Milan’s most visible and well-funded cultural events were concentrated in central areas. This left many residents in outlying districts without easy access to live performances, particularly during the summer months when cultural tourism peaks. For cultural policymakers, the challenge was twofold: to extend programming beyond the city centre without diminishing its cultural vibrancy, and to ensure that the programming in outer districts met professional artistic standards.
Extending cultural programming beyond the city centre
As part of the broader Milano è Viva initiative, co-funded by Italy’s Ministry of Culture, the city activated eight district-based festivals – one for each of the neighbourhoods surrounding the city centre.
These festivals were designed in collaboration with local cultural associations, grassroots operators, and residents. Programming included music, theatre, dance, and family-friendly activities, with a focus on accessibility and community engagement. Professional stages were made available to emerging talent from across the city, providing valuable exposure and career development opportunities.
In parallel, the city centre hosted Estate al Castello – a summer cultural season at Castello Sforzesco. This historic venue became the central counterpart to the neighbourhood-based programming, offering a rich calendar of concerts, theatre, and family events for residents and visitors of the historical District 1. Together, Milano è Viva nei Quartieri and Estate al Castello created a complementary cultural network that spanned the entire city.
A participatory approach to cultural planning
The strength of Milano è Viva nei Quartieri lies in its collaborative model. Local associations and cultural operators were directly involved in shaping each district’s festival programme, ensuring that events reflected local identity and interests. This participatory approach aligned with broader Milan’s cultural policy goals, which emphasise co-creation, inclusion, and equitable access.
