Saving the arts: Zürich supports the cultural sector during the pandemic

Project: funding strategy to support freelance creatives

The purpose

Even after the end of most pandemic restrictions in Zürich, the cultural sector remained badly affected. Freelance artists, in particular, have been at risk because of financial losses. This damage was further compounded by cultural venues having a backlog of exhibitions and performances which they had committed to but had been delayed.

The Challenge

With catch-up programming extending for months, many artists were finding it hard to gain new commissions.

A total of 666 applications were received of which a little less than half (312) were awarded a Covid Work Grant.

The Solution

The City of Zürich created a temporary Covid Working Grant to help creatives through a difficult period and retain their talent.

The City allocated CHF 5 million per year in 2021 and 2022 to support freelance artists to keep working on projects, including more personal artistic research, or experiments with new approaches. This support is not just compensation for lost income; it is an investment in the creativity and innovation of the local cultural scene. The City has become increasingly conscious of the vital role played by Zürich’s independent cultural scene, especially in the areas of visual arts, music, literature, dance and theatre.

These grants are a temporary measure but will make a long-lasting contribution to maintaining the diversity and quality of independent artistic production.

The Impact

In 2022, a total of 666 applications were received from all genres of Stadt Zürich Kultur (visual arts, contemporary classical music, jazz/rock/pop, literature, dance and theatre), of which a little less than half (312) were awarded a Covid Work Grant. The reaction from cultural practitioners and the public is very positive.
