Redefining Rio’s cultural landscape: Zonas de Cultura continues its ambitious plans to decentralise culture

Project: strategy to encourage cultural growth in the city periphery

The Purpose
The Zonas de Cultura (ZC) program, launched in 2021, was born of the need to decentralise cultural resources in the post-pandemic environment. It aims to recognise and amplify the impact of peripheral artists by distributing cultural funding more widely. The core purpose is to shift the city’s cultural investments towards specific neighbourhoods, creating new cultural hubs throughout Rio.

The Challenge
To decentralise cultural resources and redirect cultural investments to specific neighbourhoods. It aimed to reroute the city’s cultural and recreational flows, ensuring expanded access to cultural centres for suburban residents and attracting inhabitants from central regions to the Culture Zones.

In 2023, ZC Madureira’s initiative co-management was renewed and two new zones were activated, each with a $1.5 million investment and the goal to engage three million people by the end of 2024.

The Solution
The ZC initiative seeks to map unique cultural activity and create new cultural hubs through strategic investments and coordinated actions. By spotlighting specific regions, the initiative aims to transform them into sought-after cultural destinations. The program stimulates unique cultural expressions inherent to the city’s areas, diversifying Rio’s artistic and cultural production landscape.

The Impact
The pilot project began with ZC Madureira in 2021, reaching approximately 407,045 individuals by 2022. In 2023, ZC Madureira’s initiative co-management was renewed and two new zones were activated, each with a $1.5 million investment and the goal to engage three million people by the end of 2024. The Zonas de Cultura initiative underscores Rio’s commitment to recognising its cultural mosaic, empowering local artists and developing inclusivity. It integrates culture into the city’s broader developmental goals, celebrating and supporting cultural vibrancy across diverse regions of Rio.
