Addressing deep-rooted investment biases is crucial, particularly in wealthier areas like Zona Sul and Centro, perpetuating cultural and environmental disparities. Regions initially deforested and inhabited by descendants of emancipated slaves face intensified challenges, grappling with both environmental degradation and cultural marginalisation. Overcoming these challenges requires a strategic reevaluation of resource distribution and a shift away from historical investment patterns.

The Solution
The Municipal Secretary of Culture recognizes the need to reallocate focus and resources. Initiatives such as Cultura do Amanhã, Bibliotecas do Amanhã, and community engagement efforts like Ações Locais, Pró-Carioca, Viva o Talento, and Zonas de Cultura are part of this solution. The comprehensive development strategy transcends the mere democratization of cultural funds, addressing social, environmental and infrastructural demands.

The project envisions rectifying historical disparities, ensuring that every corner of Rio benefits from cultural investments, especially in the most overlooked areas.
